Haroun Khouni (He/Him), Bridging Electrical Engineering and Political Science, he investigates the high-stakes intersection of digital governance, sovereignty, and social justice in the MENA region. His previous experience spans the entire technical stack, moving from low-level software development to high-level impact assessments and responsible tech policy within the NGO sector.

At ARI, he analyzes the underlying architecture of regional infrastructure by conducting forensic technical-legal research. By deconstructing the mechanics of surveillance, censorship, and disinformation, he documents the ways in which emerging technology reconfigures regional power dynamics. His work focuses on ensuring the region’s digitized future remains firmly grounded in democratic oversight and social justice.
