Lebanon Negotiator of Article 6 and Technology, COP 30

Elsy Milan is a PhD candidate at Imperial College London, recipient of the prestigious President Scholarship and a COP negotiator for the Lebanese delegation. Her work focuses on conceptualising a novel policy framework for de-risking investment in decarbonisation of hard-to-abate sectors through CCS and blue hydrogen. As a COP negotiator for Lebanon, she has been actively involved in discussions on Article 6 and carbon markets as well as the Technology work stream, engaging with global stakeholders to shape effective climate policies both in Lebanon and across the MENA region. With extensive experience in tackling climate change from both a policy and technical perspectives, she worked with civil society organisations such as GreenPeace MENA, as a civil servant at IRENA, and a climate ambassador with Connect4Climate and the World Bank.
